This page is a draft document - a Charter for the Commission of Justice. It is not finitely definitive, or complete, rather offered as a starting point for its expressed aims. Your objective contributions are welcome - please read "your invitation" in the side bar. Some prior written texts have been withheld, but have been included here to remind of their consideration. 

Preamble

Whereas the Constitution of Man and its Declaration of Individual Rights satisfies equality for every human being, this Charter for the Universal Commission of Justice offers the means for every human in society to spread their wings of mind, body and soul, to enjoy and participate in justice as is their birthright.

Unlike every monarchy, ruler, government or authority that precedes this Commission of Justice, every individual has, by this charter, equal opportunity to embrace self mastery and self-protective justice with full preservation of individual rights, within the intrinsically held embrace of the natural law of the human world. 

The Universal Commission of Justice, is bound by this Charter to preserve its "Commission" at all times, insofar as it shall ensure the right of all individuals to fulfill their purpose, by their own choice, necessarily forbidding the initiation of force, fraud or coercion by any individual or group against any other individual or group, and to morally and practically ensure that force only be used (for purpose of arresting its continuance) against those who initiate it. To this end, Article 8 'Rights in Perpetuity' as written in the Constitution of Man shall apply to this Commission of Justice for as long as it exists without amendment or exception.

This charter and functional purpose of the Commission of Justice is to be interpreted as that emergent from the nature of Man and the natural law of Man. No court shall ignore the rights and liberties of Man thereby, neither may they be subverted or denied by legal perversion or falsification of language, regardless of the passage of time.

To establish liberty, equality and justice in perpetuity, We, the One People of Planet Earth do now ordain and charter the Commission of Justice equally of and for all [wo]men in posterity and perpetuity.

Section 1 Protection issued from the Constitution of Man

1.1 This document shall be fully read and interpreted in conjunction with the “Constitution of Man” as though reprinted here in full, without exception; this clause shall never be annexed from this document.

1.2 This Charter for the Universal Commission of Justice derives from and is bound in every respect by the Constitution of Man. That document itself commissions for the establishment and maintenance of an “Universal Commission of Justice”, National Commission of Justice and Regional Commission of Justices(s), whose material purpose and function is to uphold the Constitution of Man, inclusive of the Declaration of Individual Rights, absent limits.

1.3 By this Grant of Charter all Regional Commission of Justices so established shall…

a) uphold the Declaration of Individual Rights (Articles 1 - 9 incl.) as specified in the Constitution of Man.

b) do that necessary to preserve Individual Rights as specified in the Constitution of Man through sub-structures of the Regional Commission of Justice’s known as “Police Commission”, “Judiciary Commission”, and “Support Commission”, as herein described.

Section 2 Structure of the Universal Commission of Justice

2.1 Global structure of the Universal Commission of Justice shall be comprised of…

2.2 Regional Commission of Justices have first right of accountable and transparent address from the One People; National Commission of Justice(s) and the Universal Commission of Justice need only meet in satisfaction of matters of national or universal address.

2.3 Regional Commission of Justices are described in this document therefore; National and Universal Commission of Justices bound equally by all provisions herein.

2.4 Where “Native Part” decrees more than one Regional Commission of Justice, each may be referred to as “[insert, regional name, state, county, province, island] Commission of Justice”. Regional Commission of Justice

Section 3 Composition of Regional Commission of Justice(s)

3.1 Each Regional Commission of Justice shall oversee and manage three (sub) Commissions in accordance with Articles 12 and 13 of the Constitution of Man thus

a) Police Commission

b) Judicial Commission

c) Support Commission

3.2 These three Commissions shall with the Regional Commission of Justice operate contiguously as though One Commission in a fully transparent and co-accountable manner.

3.3 The Police Commission shall deal with the initiation of force, its apprehension, cessation, and bringing of charges.

3.4 The Judicial Commission shall deal with judicial matters, drafting of objective laws, and upholding of laws concerning the protection of individual rights, through commissions or enquiry, tribunals, court hearings and sentences.

3.5 The Support Commission shall function as a transparent administrative body, providing first avenue of address for the One People, provide inter-Commission liaison, treasury matters, and such other administrations as may be necessary for effective and efficient operation of all Commissions within the Regional Commission of Justice.

Section 4 Title and Ownership of each Regional Commission of Justice

4.1 Regional Commission of Justice’s duly created, authorised, established and constituted, and any lawful and legal Branches newly established thereunder, are and shall be … Text withheld for revision and collaborative construction, at a future date.

Section 5 Universal Contract and Oath to the One People

5.1 Each and every State of Body elected as a Commissioner or employed as a Public Servant of the Regional Commission of Justice, shall knowingly, willingly, and intentionally enter into Universal Contract and Oath to the One People through its lawful and legal Branches thereunder, and said CONTRACT shall be duly effective upon:

Section 6 Insurance

Section 7 Governing Law

7.1 By the inalienable rights in every state of body and by sovereign authority thereby, the One People hereby declare their individual Rights under the Constitution of Man and commission that the Governing Law of the Regional Commission of Justice is for the sole protection of the One People and shall be aligned with…

a) the laws of the creator under the laws of creation,

d) the Constitution of Man.

7.3 No law shall ever be made or passed additional to the provisions of clause 7.1 as stated.

Section 8 Operational Powers

8.1 Operational Powers chartered to any Regional Commission of Justice shall be limited solely to those described in this Charter for the Regional Commission of Justice, the Constitution of Man, and the Declaration of Individual Rights.

Section 9 Powers Forbidden

9.1 No power is granted to or Commissioned by the One People to any Regional Commission of Justice(s) save as provided in the Constitution of Man.

9.2 No Regional Commission of Justice shall…

a) make any law that contravenes or violates the “Declaration of Individual Rights” and/or Constitution for Man.

b) make any provision to make other laws or to uphold them.

c) create, operate, or benefit, directly or indirectly, from any private money systems, issuing, collection, legal enforcement systems, operating slavery systems, in any and all manifestations and existence, against said states of body;

d) abrogate, subjugate, subordinate, usurp, invade, or violate the duly secured standing, authority, value, individual rights as declared in the Constitution of Man, and principle of law all said states body or the Universal Contracts thereof;

e) issue, use, borrow, or operate any representations, inclusive of representations of the people or the value domicil by creation therein, in any manifestations, inclusive of any funds, bonds, promissory notes, certificates, money, or other representation of value;

f) create future value, in any and all existence and manifestation: and,

g) devalue, diminish , abrogate, subjugate, subordinate, usurp, invade or violate any and all states of body, the value domicil by creation therein, the Public Trust, under Universal Trust, under the trust of creation, duly established by creation at creation, nunc pro tunc, praeterea preterea;

9.3 By this Grant of Charter no Regional Commission of Justice so established may offer or provide public support by means including but not limited to:

a) Selling products, services, or advice

b) Charging for separate services

c) Contracting

d) Investing

e) Providing insurance

f) Establishing or participating in trusts

Section 10 Native Part

10.1 Each and all Regional Commission of Justices have universal application to human kind to serve different races, ethnicities and cultures, wherefrom the operational structure of each Regional Commission of Justice will be necessarily different in “Native Part”, therefore;

10.2 The phrase “Native Part” used in clauses in this Charter of the Regional Commission of Justice constitutes express permission for an Regional Commission of Justice to manage and operate consonant with race, ethnicity and cultural preferences within its jurisdiction, including but not limited to catering for population densities and travel logistics as the One People of that jurisdiction may elect, provided that;

10.3 No permission or authority is granted to contravene or dissolve any express clause of this Charter of the Regional Commission of Justice, or of the Constitution of Man, and where any conflict or disagreement may appear, “Native Part” permissions shall be automatically overruled without challenge.

10.4 Accepting Native Part permissions, this Charter of the Regional Commission of Justice for any state or country that adopts it, henceforth supersedes, overrides and makes null and void all the following, including but not limited to, current and past laws, regulations, directives, acts, statutes, and executive orders, regardless of previous or current authority, save laws of the Creator (Source) and Natural Law.

Section 11 Executive Commissioners

11.1 Commissioners, previously elected by the One People as Commissioners of the Police, Liaison and Judiciary Commissions, shall in turn elect among themselves Executive Commissioners, (hereafter “Executive Commissioners”) to manage all Commissions of the Regional Commission of Justice.

11.2 No special or executive powers shall be vested in the Executive Commissioners of the Regional Commission of Justice save to responsibly manage the viable, fluent and efficient operation of all sub commissions of the Regional Commission of Justice.

Section 12 Election of Executive Commissioners

Section 14 Ambassador’s role ~ Regional Commission of Justice

Section 15 Election of Commissioners of the Regional Commission of Justice

15.1 “Native Part” shall determine the total number of Commissioners required to fill positions in the Judiciary Division, Police and Support Commissions.

15.3 Any individual, 25 years and over, constituent of the jurisdiction, may stand for election as a Commissioner of the Regional Commission of Justice, Including but not limited to Current Commissioners.

15.4 Candidates offering to be elected shall Text withheld for revision and collaborative construction, at a future date.

15.5 Where computer voting is unfeasible or unworkable, “native part” shall determine the most appropriate form of voting procedure that will effect the same or closely similar election results.

15.6 Any Candidate who ‘campaigns’ in any way additional to the submitted computer application form, automatically self-renders ineligibility to be included in the list of eligible Candidates.

15.7 Eligible voters deemed to have reached the age of independence, in accordance with Clause 22.4, and constituent in the jurisdiction shall be entitled to vote for one candidate only.

15.8 Eligible voters shall be empowered to vote and forbidden from casting further votes by requirement to log-in using their unique (voluntarily acquired) Identification Number. Subject to revision and collaborative construction, at a future date.

15.9 Available positions shall be filled Text withheld for revision and collaborative construction, at a future date. 

15.10 “Native Part” shall decide how many Candidates shall be held in a Reserve list, for the purpose of filling resigned or terminated positions.

Section 16 Tenure of Commissioners of the Regional Commission of Justice

16.1 No Term limits are necessary, based on the election procedure, as it is the One people of the Jurisdiction who decide.

Section 17 Role of the Regional Commission of Justice

Section 18 Affirmation of Office

18.1 All persons elected to any Official Office, Commission or involved with any form of governance in any way shall sign a personal copy of the entire “Constitution of Man” with the “Official Contract and Oath to the One People” attached to this Charter for the Regional Commission of Justice. Refusal to sign shall constitute immediate grounds for dismissal from the right, granted by the people, to serve in this capacity as a publicly elected official duty position.

18.2 This contract page only shall be signed and witnessed in duplicate (or more if required). One page is to be recorded in the Peoples Archive of Public records in the jurisdiction, the other to be held at the place of duty of said official and made available on demand.

Section 19 Tenure of the Regional Commission of Justice

19.1 Regional Commission of Justice’s duly created,shall be fully responsible and publicly accountable for an initial period of 90 days in full accordance with the Constitution, Declaration of Rights and this Charter for the Regional Commission of Justice.

Section 20 Transparency of the Regional Commission of Justice

20.1 The Regional Commission of Justice shall be responsible for…

a) establishing Commissions of Inquiry;

b) providing and maintaining the Commissions of the Regional Commission of Justice.

c) making and issuing all directives within the Regional Commission of Justice necessary for efficient, lawful, transparent and proper carrying into execution the “commissions” of the One People through the Regional Commission of Justice. 

d) making Objective Laws freely freely available.

Police Commission

Section 21 Protections and purpose of the Police Commission

21.1 The Police D ivision is commissioned to protect man’s individual rights, which means: to protect all individuals and property from physical violence herein…

a) initiation of physical force including but not limited to forced deprivation, physical assault, battery, rape, child molestation, immobilisation or death by electronic weaponry, sprays or firearms. 

b) fraud, including but not limited to cheating, swindling, embezzlement, deceit, deception, double-dealing, chicanery, and wilful miscarriage of justice. 

c) coercion, including but not limited to compulsion, constraint, duress, oppression, enforcement, harassment, intimidation or threats.

21.2 The police division is commissioned to act as an agent of man’s self-defense, and, as such, may resort to reasonable force only against those who initiate the use of force.

21.3 Necessary to the security of a free jurisdiction, the right of the One People to keep and bear Arms, or form Militia, shall not be infringed.

21.4 No registration of firearms of any kind shall be required or permitted by or within any Regional Commission of Justice. Neither shall there be any restriction on the purchase or sale of firearms or ammunition of any kind.

Section 22 Functions of the Police Commission

22.1 By standards established by the Constitution of Man and the Declaration of Individual Rights the function for Police is to; (All below subject to revision and collaborative construction, at a future date.)

a) Set and uphold peaceful standards of behavior.

b) Protect against damage to or loss of property including but not limited to wilful damage, theft, defacing, vandalising, confiscation, or any other malicious action.

c) Establish and advise of safe operating standards for the use of road vehicles, boats, arial or space vehicles.

d) Detain and/or arrest those whose driving or piloting of said vehicles constitute actions that do, have done, or may cause harm or loss to life or property.

e) Quell aggression and violence including but not limited to acts of terrorism, theft, destruction of property, bodily harm, physical assault, unlawful detention and arrest, kidnapping, bashing, child molestation, battery, and rape. No exception shall be granted or given based on race, ethnicity, culture or religion. 

f) Detain and/or arrest perpetrators of violent crimes or actions pending trial.

g) Search for and obtain evidence so to prove whom may have committed a crime, save the right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause in, supported by Oath or affirmation, and particularly describing the place to be searched and the things to be seized.

22.2 No “consent to search premises” shall be implied by, or automatically granted to any Law Enforcement Officer, courteously invited to enter said premises.

22.3 Save for secrecy of information concerning pending or un-tried (alleged) crimes, police actions including application of Objective Law shall be transparently accountable to the One People; information made available without restriction through the Support Commission in accordance with Section 20. 

22.4 In accordance with Article 3.2 and 7.1 of the Constitution of Man and Section 21.2 herein no police agent may prevent filming or recording, order cessation of filming or recording of police performing their duties, nor shall filming or recording devices or equipment be confiscated without consent. (conditions may apply)

22.5 Insert clause, clauses and/or definitions concerning 'private domains’ versus 'public domains', with permissions and prohibitions defined in accordance with the nature of man - all having regard to Clause 22.4, and other matters 

22.6 Any private person who physically obstructs police from performing their duties may be charged with aiding and abetting the initiation of force that Police in their duties were arresting. 

Section 23 Collaborative Policing

All below subject to revision and collaborative construction, at a future date.

23.1 The Police Division shall communicatively collaborate with and materially assist Police Divisions in neighbouring (abutting) Jurisdictions, especially in satisfaction of the Purpose and Protections concerning issues where jurisdictional borders abut, without under or over “policing.”

23.2 Similarly The Police Division shall collaboratively aid neighbouring Police Divisions at any place and time in (abutting) Jurisdictions should need arise for additional police.

23.3 Collaboration between abutting jurisdictions shall pre-establish hierarchical “Chain of Command” procedures, including equipment logistics and vital communications, so to ensure immediate implementation when necessary.

23.4 The location of a incident shall determine the jurisdiction. In the case of overlapping jurisdictions the domicile of the victim shall determine the jurisdiction.

23.5 Should any nation rise up against another it shall be the responsibility, right and duty of all other nations to arise in unison to immediately quell this nations aggression, against the One People of other Nations regardless of purported reason, using any force necessary.

23.6 The “Universal Commission of Justice” shall provide to all other nations full authority to use force against the aggressor with whatever means may be required.

Section 24 Detention and arrest

All below subject to revision and collaborative construction, at a future date.

24.1 Pending Trial, no excessive bail shall be required, no fines or punishments imposed.

24.2 In cases dealing with the capitol crime of “first degree” (premeditated) murder, where sufficient evidence has been submitted in advance of trial, bail may be denied if a flight risk from prosecution appears to be likely.

Judicial Commission

Section 25 Composition of Judiciary

25.1 All judicial powers herein granted shall be vested in the Constitutional Court of the Jurisdiction, explanatory text withheld for revision and collaborative construction, at a future date.

Section 26 Repurposing of former Judiciary

26.1 All former Judges shall be ineligible to serve within any new court system but may be hired in a temporary purely advisory position because of their knowledge.

26.2 As beholden by the Nature of Man, former counsellors (or equivalent) who were members of the “BAR” and/or served as representatives of “persons” in any judicial capacity shall no longer be servants of the court, but may continue following pubic renunciation and annulment of all past “Oaths”, “Loyalties”, “Affirmations” or “Affiliations” that in secrecy deny transparency to the One People, as enumerated in the Universal Contract precursor to this consideration.

Section 27 Framing of Objective Law

27.1 Executive Management of the Regional Commission of Justice may from time to time ordain and establish a constitutional body for the framing of “Objective Law”, Text withheld for revision and collaborative construction, at a future date.

27.2 Text withheld for revision and collaborative construction, at a future date.

27.3 Objective Law shall be based on the requirements of Sections 21 and 22 of this Charter of the Regional Commission of Justice, and the Constitution of Man, having the following objectives;

a) To advise the One People of the Jurisdiction of the most common Crimes.

b) To advise the One People of the Jurisdiction of likely penalties / retributions / restitutions arising from committing those common Crimes.

c) To specify and make clear that “Freedom” means freedom from the power of the State, not freedom from “Terms” and/or “Conditions” specified by any entity or body that firstly and expressly admits “freedom” by the offering said Terms and/or Conditions for acceptance or refusal.

d) To specify and make clear that violation of an Individuals Rights is independent from “Terms and Conditions” offered by commercial or other enterprises which any and all States of Body may accept or decline by their free-will choice, upheld by the Constitution of Man.

e) To serve as a moral educational structure for the prevention of crime.

27.5 Text withheld

Section 28 Ratification and Uniformity of Objective Law

28.1 “Objective Law” shall be based on The Declaration of Individual Rights contained within the Constitution of Man and on Sections 21 and 22 herein, drafted in satisfaction of the objectives enumerated in Section 27 herein.

28.2 “Objective Law” exists (or shall exist) to prematurely advise all of what might befall those who violate individual rights, specifically the avenues of retribution and restitution that one might face in so doing.

28.3 “Objective Law” including any amendments thereto, shall be definitive and unambiguous in meaning, sufficient in intent and context to satisfy the provisions of Section 27.3, conditional text withheld for revision and collaborative construction, at a future date.

28.4 All (proposed) Objective Laws shall for Ratification and Uniformity, be submitted to the National Commission of Justice, who shall upon their approval, submit same to The Universal Commission of Justice for approval, ratification and Global adoption forthwith.

28.5 Objective Laws shall therefore be uniform in meaning, content and global application.

28.6 “Native Part” may ordain to draft “Objective Guidance” in local satisfaction of Section 27, at Regional or National levels, for assistance and guidance of the One People, but never shall “Objective Guidance” overrule or countermand “Objective Law”

Section 29 Judicial Authority

29.1 Judicial authority shall extend: (All below text is subject to revision and collaborative construction, at a future date.)

a) to all cases, including but not limited to text withheld for revision and collaborative construction, at a future date.

b) to controversies to which the Jurisdiction of the One People shall be a party; and

c) between the One People of the Jurisdiction and the One People of foreign states.

29.2 The Judicial authority of the Jurisdiction shall not be construed to extend to any suit in law or equity, commenced or prosecuted against any one of the One People of another Jurisdiction, or by the One People of another Foreign State.

29.3 A Commission of Inquiry may have the power to grant pardons or investigate errors of law, fact, evidence or procedure which have effected wrongful convictions, whereupon such judgement Sections 27.4 and 27.5 shall apply.

29.4 In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial Jury of the Jurisdiction wherein the crime shall have been allegedly committed, additionally;

a) be informed at the time of arrest of the nature and cause of the accusation,

b) be confronted with the witnesses against him,

c) to have compulsory process for obtaining witnesses in his favor, 

d) to have the Assistance of Counsel for his defense.

e) to be considered innocent unless and until proven otherwise.

29.5 All verdicts of a jury, shall be unanimous and may not be overruled by the presiding Judge.

29.6 A judge, commissioner, justice of the peace, and all judicial officers of the Jurisdiction, shall be removed from office for conviction of text withheld for revision and collaborative construction, at a future date. 

29.7 Any non-imprisonable offense as described in Objective Law shall incur text withheld for revision and collaborative construction, at a future date.

Section 30 Compensation

30.1 All jury members, shall take the following affirmation: "I do solemnly affirm that I will to the best of my ability objectively apply the relevant law to the proven facts in the matter before the court, according to the Declaration of Rights pursuant to the Constitution of Man." 30.2 All jury members who shall have volunteered shall receive an appropriate compensation for their services based at Text withheld for revision and collaborative construction, at a future date. 

30.3 Judges, and all senior executive, legislative and judicial officers, shall receive an appropriate compensation for their services, to be Text withheld for revision and collaborative construction, at a future date. 

30.4 The Regional Compensation Panel shall be composed of Text withheld for revision and collaborative construction, at a future date. 

30.5 No Commissioners or employees of any of the Commission of Justices including Judicial and Police members shall receive or, have taken from their pay, Text withheld for revision and collaborative construction, at a future date. 

Support Commission

Section 31 Management

31.1 The Support Commission of all Regional Commission of Justices shall establish and maintain management structures necessary for its complete transparent and accountable operation involving meetings, organisational structures, staffing and matters concerning infrastructure, including for fluid liaison with the other divisions of the Regional Commission of Justice, its affiliations, and collaboration with neighbouring jurisdictions.

31.2 Management structures for any other purpose than those absolutely required for the Regional Commission of Justice to perform its required duties are strictly prohibited.

31.3 No management structures shall be used for any private use outside of any Commission of Justice, neither shall any management structure exert hierarchical control or domination outside of any Commission of Justice.

Section 32 Operations

32.1 Operational Authority Commissioned to The Support Commission of all Regional Commission of Justices shall include for its jurisdiction the following:

32.2 The Liaison Division of all Regional Commission of Justices shall…

a) carry out anything else necessary to reach objectives within the Commissioned Powers of Authority and law in accordance with the Operational Charters specified herein. 

b) carry out anything else necessary to reach objectives within the Commissioned Powers of Authority and law in accordance with the Operational Charters specified herein.

c) abide by the provisions of Charter of the Regional Commission of Justice, the Constitution of Man, and where not so specified shall comply with the provisions of “Native Part” herein.

Section 33 Re-establishment & Restitution

33.1 The Support Commission of all Regional Commission of Justices shall be responsible for the establishment and maintenance of facilities for Re-establishment and Retribution required by the rehabilitation of States of Body convicted of offences against individual rights of the One People.

33.2 The Support Commission of all Regional Commission of Justices shall for the purpose of re-establishment consider physical, moral, emotional, mental, and spiritual corrections, restitution and rehabilitation.

33.3 Establishment and maintenance of Corrective Facilities shall include consideration of;

a) Physical restraint of violent tendencies–including but not limited to incarceration and propensity to re-committing a similar crime.

b) Assessment of cause and motivation.

c) Assessment of treatment and application.

d) Education; by whom and according to what standards.

e) Ethical and moral persuasions.

f) Restitution–methods and administration.

g) “Native part” ethnic and cultural concerns and considerations.

h) Consultation with those experienced in this field, contextually conversant with freedom and liberty.

33.4 The Support Commission of all Regional Commission of Justices shall effect immediate pardon and release of any incarcerated person or persons jailed under political or non-victim crimes and those records expunged from any and all systems.

33.5 Anyone who has been incarcerated for political or non-victim crimes, shall upon their release, be compensated for wages lost, in the amount of a sum text withheld for revision and collaborative construction, at a future date.

Section 34 Treasury and Financing

All below is subject to revision and collaborative construction, at a future date.

34.1 The Support Commission of the Regional Commission of Justice shall establish and maintain a Treasury.

34.2 The Treasury shall be fully responsible and publicly accountable for the acquisition and use of finance necessarily and accountably required to fulfill and administer all functions of the Regional Commission of Justice’s operation.

34.3 Being that the Regional Commission of Justice is commissioned by the One People for the express purpose of equally protecting every Individual’s Rights to life and property, funding for the Regional Commission of Justice shall Text withheld for revision and collaborative construction, at a future date. 

34.4 Should voluntary participation provide less revenue than is required, the Regional Commission of Justice is hereby commissioned by the One People to increase the percentile rate of this voluntary fee until books justifiably balance per figures made available to The One People.

34.5 No tax shall ever be applied to food,the provision or supply of clean water, medical services, equipment or medicines, neither to any applied or ingested natural remedies of any kind.

34.6 No tax shall ever be applied to aids including but not limited to prostheses, artificial organs, visual or hearing aids, artificial limbs, walking aids, mobility scooters or such other aids necessary for the maintenance and support of the right to life.

34.7 No tax shall ever be applied to the “Right” to work, in any form to provide for subsistence for self and family.

34.8 Management, methodologies, accounting practices, signatories, authorisation and mandatory auditing by “others” are reserved to these requirements.

34.9 All financial accounting shall be audited yearly by an Regional accounting practice and the Comprehensive Annual financial statement shall be publicly posted, materially and electronically for 3 months post release; thereafter kept on the Public Record for perusal on demand.

Section 35 One People Initiated Referendums

All below subject to revision and collaborative construction, at a future date.

35.1 The Support Commission of the Regional Commission of Justice shall be responsible for holding of One People’s Initiated Referendums.

35.2 The One People shall be granted access to Appeals Tribunal Judges who shall consider and advise the drafting of questions to be included in the proposed One People Initiated Referendum.

35.3 All referendum propositions shall include 3 alternatives, one of which shall be “No Change”, and all propositions are to be posted materially and on-line for a minimum of 45 days prior to a vote of the One People, which shall be deemed the “Referendum Period”.

35.4 Voters are required to vote for two of the three options only, based on “1st preference and 2nd Preference”.

35,5 At the conclusion of the referendum period, counted votes are to be weighted on the basis of 1st preference carrying one vote, and 2nd Preference carrying one half of one vote. (2 second preference votes sum to one vote)

35.6 Where in the vote count the top-most preference exceeds the second lowest preference by 40 percent the vote shall be deemed as passed; otherwise the result shall be “No Change”;

35.7 No vote counting shall take place before the conclusion of the referendum period; result to be announced within 48 hours of the conclusion of the referendum period, thence to be posted materially and on line for 90 days following.

Section 36 Safety and Property Protections

All below subject to revision and collaborative construction, at a future date.

36.1 The Support Commission of the Regional Commission of Justice shall offer and maintain a register for assisting the One People in their safety and protection, according to each State of Body’s free-will choice to participate or not.

36.2 The register shall exist to record a form of identification, namely a unique Identification Number that Identifies one individual and no other. (e.g. a ULB number as described on this website and shall be in use solely for purpose of registering a personal asset in one’s name for legal proof of ownership, in strict accordance with clause 36.6.

36.3 Such unique ID exists first to identify an individual; thereafter to identify items as a car, tractor, boat, vehicle or other property as belonging to one State of Body, (that in place of present registration plates), facilitates instant identification of that State of Body in the case of accident or death, for the notification of family or next of kin.

36.4 Such ID Plate may be publicly displayed or not, the same ID optionally being used for different vehicles owned by the same State of Body.

36.5 Such ID may carry added information such as concerns health conditions to aid rapid and relevant assistance.

36.6 Because the Regional Commission of Justice offers nothing other than protection, no commercial advantage may result from such Identification, notwithstanding any misuse of the information provided, by any officer or employee of the Regional Commission of Justice will result in instant dismissal.

36.7 “Identity Theft” shall be considered “Property Theft” if it results in the loss of life, health or property, inclusive of all of one’s personal assets.

Section 37 Transparency & Accountability

All below subject to revision and collaborative construction, at a future date.

37.1 Regional Commission of Justice’s duly created, authorised, established and constituted, and any lawful and legal Branches newly established thereunder, are and shall be transparently accountable, to any and all states of body domicil within said jurisdiction without prejudice by creation on earth;

37.2 The Regional Commission of Justice shall through its Support Commission establish and maintain a “Peoples Archive of Public Records”, for the express purpose of providing the One People transparent access to matters concerning their welfare, well-being and preservation of Individual Rights.

37.3 No information, file, account, law, directive, order, transaction, financial or other matter of the Commission of Justice save as described in Section 22.3 and 37.4 shall be denied public scrutiny. No need for a “freedom of information act” shall ever exist.

37.4 Personal information shall be withheld from all others in protection of each individual’s right to privacy regarding their personal possessions and financial transactions. Only a Court Order signed by a Judge in a case involving criminal activity or theft of one’s personal property shall allow for accessing a persons private records for verification of ownership of registered property.

37.5 All new directives, court judgements, punishments, corrective policies and other matters of public concern shall be publicly posted, materially and electronically for 3 months post release, including also but not limited to notifying public educational establishments.

Section 38 Intellectual Property Protection

38.6 No part of any life form including but not limited to molecules, cells, tissues, blood, protoplasm, gene, DNA, seeds, plant fibre or any other living form including but not limited to biological modification of existing organisms creating a new class of biological organism shall be able to be patented, and no exception to this clause shall ever be granted, wherefrom,

38.7 Any and all patents that may exist or have formerly existed for any part or whole of part of any life form including but not limited to molecules, cells, tissues, blood, protoplasm, gene, DNA, seeds, plant fibre or any other living form including but not limited to biological modification of previously existing organisms that created a new class of biological organism, shall henceforth be annulled; rendered null and void without exception.
